Powers is proud to share that Principals Julie Allen and Peggy Tighe, along with Director of Government Relations, Michael Barnett, have again been recognized on The Hill’s Top Lobbyists 2025 list.
Each year, The Hill highlights corporate lobbyists, advocacy strategists, association leaders, and grassroots organizers who have demonstrated exceptional influence in federal policymaking. As one of the nation’s leading political news outlets, The Hill describes its honorees as the lobbyists who are “the industry’s savviest, most influential and well-connected advocates across Capitol Hill.”
Julie Allen brings more than 30 years of experience navigating healthcare and broad policy issues in the nation’s capital. She represents a diverse array of clients including leaders in wildfire suppression, private equity companies, specialty pharmacies, pediatric dentists, life sciences innovators, medical device manufacturers and suppliers, diagnostics companies, and numerous patient and disease advocacy groups, ensuring their voices are heard on critical federal policy matters.
Peggy Tighe focuses her practice on lobbying, coalition building, grassroots strategy and campaigns, and media relations coordination. An experienced and dynamic policy speaker, she routinely presents on issues such as prior authorization reform, the 340B Drug Pricing Program, Ryan White Clinics, organ transplantation, cancer early detection, genetic screening, and mental health initiatives.
Michael Barnett concentrates on healthcare advocacy and disability policy, leveraging nearly ten years of experience working to expand access to care for individuals with disabilities and those who rely on rehabilitation services. He has played a central role in advancing Medicare coverage for essential technologies, such as power wheelchair seat elevation systems, and has contributed to policy progress in other areas including coverage expansion for anti-obesity medications, orthotics and prosthetics (O&P) care, urinary catheter coding, and communication technology and video programming accessibility. As co-coordinator of the ITEM, CPR, and HAB coalitions, he works closely with leading organizations to protect access to vital rehabilitative and habilitative services and devices.
