Presented by the University of Oregon’s Environmental and Natural Resources Law Center and cross-campus partners, the annual lecture focuses on Indigenous environmental-legal leadership and Tribal sovereignty.

Newland’s lecture, “The Vanishing Indian Property Rights: How Federal Courts Are Stripping Indians of the Rights to Their Own Lands,” will examine issues involving Indian property rights, federal Indian law, and Tribal sovereignty.

A citizen of the Bay Mills Indian Community, Newland served as Assistant Secretary for Indian Affairs at the U.S. Department of the Interior from 2021 to 2025 and as President of the Bay Mills Indian Community from 2017 to 2021. He joined Powers in 2025 and represents Tribal governments, Tribal business entities, and inter-Tribal organizations on a broad range of legal and policy matters.

The Rennard Strickland Lecture series was established in 2006 to honor former Oregon Law Professor and Dean Rennard Strickland and his contributions to Indian law and legal education. The Lecture is co-sponsored by the UO Department of Native American and Indigenous Studies, Oregon Law’s Native American Law Students Association, and the Wayne Morse Center for Law and Politics.
