Sam Whittaker is a Law Clerk in the education practice group at Powers.

Sam received his Juris Doctor from the Georgetown University Law Center in 2025. During law school, Sam completed internships with the U.S. Department of Health and Human Services, the U.S. Senate Committee on Health, Education, Labor & Pensions, and the Superior Court of the District of Columbia. He also worked as a student attorney with Georgetown Law’s Federal Legislation Clinic and served on the editorial board of the Georgetown Journal of Law & Public Policy as the Submissions Editor.

Sam has experience conducting research and drafting memoranda on federal student loan repayment plans, Title IX complaints, religious exemptions from federal regulations, and workforce development programs. He has assisted nonprofit organizations in reviewing pending legislation and in developing proposed statutory language.

Prior to law school, Sam worked as a middle and high school teacher for five years. Holmes County Central High School named Sam “Teacher of the Year” for the 2018–2019 school year in recognition of his work teaching American History and leading the Social Studies Department. While working in secondary education, he participated in Teach for America in the Mississippi Delta and the Peace Corps in Madagascar.

Sam graduated from the University of Cincinnati with a Master of Arts in History in 2017, with a concentration in U.S. History. He graduated summa cum laude from the University of Louisville in 2015, earning distinction as the top history student in the graduating class and as a McConnell Scholar.

Sam worked as a summer associate in the firm in 2024 and holds the title Law Clerk pending admission to the bar.

License to practice in the District of Columbia is currently pending. All work performed is supervised by a Principal who is licensed to practice in the District of Columbia.
