Michael Hagan is an Associate in the education practice group at Powers.

Michael served as an Assistant General Counsel for Strategic Education, Inc. (SEI), the parent company for Strayer University, Capella University, and several other non-traditional education providers, where he provided counsel on institutional and programmatic accreditation as well as regulatory matters at the state and federal level including state authorization issues, distance education matters, and Title IV matters, among others. He also provided support on several program reviews and was exposed to issues involving private educational lending. His work also involved interacting on a daily basis with the SEI marketing team (print, internet, tv, and radio) providing day-to-day counsel as well as strategic counsel on longer term projects. Michael also assisted in the due diligence phase of the merger of the parent companies of Strayer University and Capella University. During Michael’s eleven-year stint with SEI, he rose from being a paralegal, to being a law clerk, and finally to an attorney in the General Counsel’s office.  Prior to joining Powers, Michael served as General Counsel for a medical practice in Falls Church, VA. Prior to Michael’s time at SEI, he was a paralegal for a construction and government contracting firm in McLean, Virginia providing litigation support in a variety of cases across the United States.

Michael graduated cum laude from the University of Baltimore School of Law in 2020 while working full-time at SEI. During law school, Michael was a staff editor and then an articles editor for the school’s Journal of International Law and worked with the Innocence Project. He was also a member of the Royal Shannonhouse Honor Society, which recognizes students who have exhibited academic excellence after completion of their first-year curriculum.

Michael earned his undergraduate degree from Mary Washington College, where he graduated with a Bachelor of Arts in Political Science in 2004. Among other accolades, he was co-champion of the American Debate Association National Tournament in 2000.

Michael joined the firm in 2023.
