Joella Roland provides broad-based health care guidance with a focus on the federal 340B drug discount program, privacy, and Medicare regulation. She understands the complexities that exist within the current regulatory environment and best practices for helping clients navigate it.

Before joining Powers, Joella worked for over a decade in the Health Resources and Services Administration (HRSA) and Centers for Medicare & Medicaid Services as: the Acting Director of Performance and Quality Management, Lead Compliance Officer, and a Presidential Management Fellow. Most recently, she led a team of people in reviewing agency work products for compliance with United States Department of Health and Human Services (HHS) and Office of Management and Budget regulation and guidance and served as the agency’s subject matter expert in privacy law, the Paperwork Reduction Act, and human subjects protection. While working within these capacities, Joella won several awards, graduated from HRSA’s Senior Leader Fellowship Program, and became an International Association of Privacy Professionals Certified Information Privacy Professional.

Joella graduated cum laude with a Juris Doctor and health law certificate from the University of Maryland Carey School of Law. While in law school, Joella served as a student attorney at the University of Maryland Public Health Law Clinic, earning Center for Computer-Assisted Legal Instruction Excellence for the Future Award, which is given to the highest performing student within the clinic. She also worked as a Writing Assistant for a solo practitioner and an intern at the HHS of General Counsel, Maryland Office of Attorney General, and University of Maryland Center for Health and Homeland Security. She served as the Executive Symposium & Manuscripts Editor for the Journal of Business & Technology Law and Vice President of the Business Law Society.

Prior to attending law school, Joella worked as a Proposal Coordinator for a large government contractor where she wrote and coordinated responses to government-issued requests for proposals, grant applications, strategic plans alignments, and requests for information. The work enabled her to familiarize herself with the government’s needs and requirements and different communication styles.
