Jason Z. Qu is an attorney in Powers Pyles Sutter & Verville's s nonprofit and healthcare practices.

Jason advises nonprofit organizations on their unique legal needs—including corporate governance & governing documents (articles, bylaws, policies), entity formation, fiscal sponsorships, board ethics and operations, receipt and maintenance of tax-exempt status, charitable fundraising regulations, and advocacy/lobbying rules—along with general business law issues spanning employment law, intellectual property, contracts, collaborations, risk management, data protection/privacy, insurance, and other corporate-transactional matters.

Jason’s experience also includes assisting clients in regulatory compliance matters involving the Food and Drug Administration (FDA), Drug Enforcement Agency (DEA), and Centers for Medicare & Medicaid Services (CMS) as an associate at a large international law firm based in Washington, D.C. This background gives him unique insight into the legal and strategic needs of nonprofits operating within the healthcare, medical, and biotech fields.

Before joining Powers, Jason served as the senior managing attorney for nonprofit and small business legal assistance programs at the D.C. Bar Pro Bono Center. In this role, he counseled nonprofits and social enterprises on business law matters, provided legal training to nonprofit executives and boards, and developed innovative partnerships with law firms and legal departments to provide pro bono support to community organizations.

Jason is a 2014 graduate from Harvard Law School, cum laude, where he served as an editor for the Harvard Law Review. He obtained his B.A. in Equity Studies and Anthropology from the University of Toronto, with honors and high distinction, where he also coordinated an incubator for food and sustainability initiatives.

He joined the firm in 2024.
