Carrie Riley is a Principal in Powers Pyles Sutter & Verville’s healthcare practice.

Carrie has extensive experience advising community health centers, their partners, and other safety net providers on navigating the complex web of legal and regulatory requirements. She supports clients across a wide range of corporate transactions, from general contracting to more complex matters such as federal grant transfers, residency program affiliations, mergers, and acquisitions. Carrie provides strategic guidance to help clients pursue opportunities in a manner that aligns with the Health Resources and Services Administration (HRSA) Health Center Program requirements. Her counsel often includes advising on issues unique to community health centers and—such as “successor in interest” grant transfers, HRSA approval processes, and scope of project implications. Carrie approaches transactions with a focus on long-term sustainability and mission integrity.

In addition to transactional work, Carrie maintains a robust compliance practice grounded in nearly two decades of experience serving community health centers. She is widely recognized for her expertise in helping clients seek health center designation, prepare for Operational Site Visits, revise governance documents, and update core policies and procedures in alignment with HRSA requirements. Her work spans both day-to-day general counsel functions and high-stakes matters that demand strategic insight and a firm grasp of applicable regulations.
