Alexander Lipovtsev is a Compliance and Risk Management Services Manager in Powers Pyles Sutter & Verville's healthcare group.
Alexander supports federally qualified health centers, behavioral health organizations, and other health care providers on the development and implementation of effective compliance and risk management programs. He understands the challenges and importance of meeting requirements in a fast-paced regulatory environment.
He regularly supports clients in conducting risk assessments, developing policies and procedures, designing and delivering training and technical assistance related to compliance, emergency management, and business continuity. He has created a wide range of resources and tools to help health centers implement robust preparedness programs, and has presented at multiple national conferences, in-person workshops, and virtual sessions.
Alexander has significant experience in health center operations. As former Senior Director of Emergency Management at the Community Health Care Association of New York State, he led multiple federally and privately funded preparedness initiatives and served as a key liaison between community health centers and government agencies during public health emergencies, including the COVID-19 pandemic. He also co-chaired a high-functioning emergency management peer group of colleagues from primary care associations across the country, where he provided leadership and ongoing support to multiple national projects and initiatives.
Earlier in his career, Alexander worked in clinical practice management, helped build a managed care plan for individuals with intellectual and developmental disabilities, and provided psychotherapy in a patient-centered medical home.
Alexander is a licensed clinical social worker (LCSW) registered in New York and holds the following certifications:

- Certified Healthcare Provider Continuity Professional (CHPCP)
- Certified Clinical Trauma Professional (CCTP)
