Greg Doggett draws upon his deep expertise in legal compliance, public policy development, and government relations to provide strategic guidance to safety-net hospitals and other clients on the federal 340B drug discount program, other drug pricing programs, and related issues.

With extensive experience at the crossroads of 340B compliance, pharmacy operations, policy, and advocacy, Greg helps covered entities and other stakeholders navigate an increasingly complex 340B environment. He works with clients to strengthen and modernize their 340B compliance programs, assess and manage risk, and confidently pursue new 340B initiatives. Greg also guides clients through the evolving state and federal policy landscape, crafting tailored strategies and messaging that advance their advocacy goals. In addition, he supports covered entities during government and pharmaceutical manufacturer audits and inquiries, developing clear, effective, and defensible responses.

Before joining Powers Law, Greg served as Director of U.S. Healthcare Public Policy at Walgreens, where he engaged with federal policymakers and industry stakeholders on health care policy and regulatory issues affecting the pharmacy sector, with a focus on 340B and drug pricing. Prior to Walgreens, Greg worked for well over a decade at 340B Health, a national association representing over 1,600 hospitals and health systems that participate in 340B. As Vice President and Legal and Policy Counsel at 340B Health, he provided technical assistance on complex legal, business, and operational issues, helped lead 340B Health’s regulatory advocacy efforts, supported the group’s legislative priorities, oversaw the organization’s state advocacy initiatives, and managed a coalition of national health care associations representing the broad range of organizations participating in 340B. Greg began his career leading government affairs for national associations representing health information technology professionals and businesses.
