James Starke is a Law Clerk in the education practice group at Powers.
Jimmy received his Juris Doctor from Georgetown University Law Center in 2025. During his time in law school, he held internships with the D.C. Office of Administrative Hearings (Hon. Paul B. Handy) and the United States Senate Judiciary Committee (Office of Chairman R. Durbin). While working for Judge Handy, Jimmy provided outcome recommendations to the court in cases relating to the award of public benefits and drafted the corresponding final orders. At the Senate, Jimmy supported the Judiciary Committee’s judicial nomination, legislative development, and investigative functions, including performing complex document review and drafting internal memoranda to committee counsel. Jimmy also worked for a private litigation firm, engaging in statutory and case law research and assisting attorneys in preparation for trials, appeals, and settlement negotiations.
Jimmy also worked as a student attorney for Georgetown's Civil Justice Clinic, was the Senior Development Editor for the Georgetown Journal of Legal Ethics, and served as a volunteer and fundraiser for Home Court, Georgetown Law's charity basketball game. Jimmy was a summer associate in the firm in 2024 and holds the title Law Clerk pending admission to the bar.
Before law school, Jimmy worked for the City of Milwaukee's Common Council President, contributing to the legislative and communication efforts of the office. He was also employed by the Northwest Side Community Development Corporation, a nonprofit organization focused on economic and community revitalization on Milwaukee's north side.
Jimmy is a proud honors graduate of Marquette University, where he received a Bachelor of Arts in International Affairs, magna cum laude, with minors in Spanish and Business.
License to practice in the District of Columbia is currently pending. All work performed is supervised by a Principal who is licensed to practice in the District of Columbia.
