We are pleased to welcome Joella Roland to Powers as Counsel. Joella will work primarily with the firm’s 340B practice, bringing with her a wealth of experience in health care law and a deep understanding of the federal regulatory landscape.
Joella is a seasoned attorney with a strong focus on the 340B drug discount program, privacy, and Medicare regulation. She joins Powers after more than a decade of service at the Health Resources and Services Administration (HRSA) and the Centers for Medicare & Medicaid Services (CMS), where she held several leadership roles—including Acting Director of Performance and Quality Management, Lead Compliance Officer, and Presidential Management Fellow.
Most recently, Joella led a team responsible for ensuring agency work products complied with HHS and Office of Management and Budget regulations. She also served as the agency’s subject matter expert on privacy law, the Paperwork Reduction Act, and human subjects protection. Throughout her federal service, Joella received numerous awards, completed HRSA’s Senior Leader Fellowship Program, and earned certification as a Certified Information Privacy Professional through the International Association of Privacy Professionals.
Joella received her Juris Doctor, cum laude, along with a Health Law Certificate from the University of Maryland Carey School of Law. Before attending law school, she worked as a Proposal Coordinator for a large government contractor, gaining valuable experience in proposal writing, strategic planning, and government communication.
